Can I Run Chkdsk on an External Drive and Continue Working

I have an external HD and while trying to create a new folder on it, I got an error msg. See the error msg below. Can I attach the HD to my computer and do a check disk on it to make sure it doesn't have issues?

You can run a chkdsk on an external hard drive without any problem, yes. You don't need to insert it in your computer in order to do that. The command will be chkdsk /r X: (because you want to use /r and not /f, and /r implies /f) and X: is the drive letter of the external hard drive. Also see here:

If you look in Disk Management you can find what drive letter is assigned to the external hard. You will want to remove any other devices plugged into a USB port, except for the external hdd or a keyboard mouse.
Once you know what the drive letter is you can set the chkdsk up to scan that drive specifically.
The C: drive usually is the location of the operating system. If you wanted to scan that drive specifically you would use chkdsk C: /r
Chkdsk /r checks for bad sectors on the hdd and recovers any readable information. Chkdsk /r also has the functionality of /f.
The /x switch forces the volume to dismount, you can do this, or you can use the instructions below to run it in the conventional way.
Click on the Start orb and type in cmd in the Search programs and files box. When cmd is seen in Programs above the Search box right click on it, then click on Run as administrator.
You will see a screen similar to the one below.
Type in chkdsk c:/r then press Enter. Please notice the space between the chkdsk and the /r.
You will receieve the message "CHKDSK cannot be run because it is in use by another process. Would you like to schedule this volume to be checked the next time the system restarts? <Y/N>".
Type in Y and press Enter.
Restart your computer to start the scan.

This is an external HD on which I store important files. It's not old and I only attach it occasionally to add more content. If I received this error msg, is this indicating that the HD has issues that might pop up again, or are such error msgs not so uncommon? I have never had this before.

This is what we are trying to determine.
Along with running the chkdsk /r, please do the following.
Please download and install Speccy to provide us with information about your computer. Clicking on this link will automatically initiate the download.
When Speccy opens you will see a screen similar to the one below.
Click on File which is outlined in red in the screen above, and then click on Publish Snapshot.
The following screen will appear, click on Yes.
The following screen will appear, click on Copy to Clipboard.
In your next post right click inside the Reply to Topic box, then click on Paste. This will load a link to the Speccy log.

Guys, could this be a HD write-ahead cache problem? I'm remembering the earlier IDE HD & caching days. Modern HDs have large write&read cache, correct?
